For a perfect pivot - NO. Just install the new one on top of where the old one was. Gotta grind it all flat, that is the most work of the whole project.
I can't tell what exactly your strap thingy is, but I think it is more related to the torson spring than the pivot. I'm 100% sure you can correctly install just the pivot by itself.
