I have a set on Hoosier TD's that are old and hard but still have tread.

Should they be tosed or has anyone tried the chemical that claims to soften the rubber?

I used to run TD's.

Friend of mine used the tread conditioner. It takes many applications of the stuff to make a difference and then it only extends the life of the tire by a small margin.

It mostly improves the tire after too many heat cycles. I don't know how it would help rubber that is old.

I would say run them for a test day or auto-x, but not for a raceday.
