Take it off and throw it away. Clean up the firewall and stick some dynamat on it. Make sure there are no air bubbles under the dynamat, or anywhere else moisture can collect.

I have seen them use a thin sprayable contact cement.

how loud/ hot does it get in the passenger compartment without the pad?

We use the 3-m trim adhesive in the can.
By the way we contracted with Dyna-Mat and have in stock a factory look insulator pad that will pass the concours muster yet not absorb water. Works perfectly absorbs the noise leaves the great sound of a 914!

For the pad on the inside of the firewall...
I used the brush-on contact cement, (like wise for the carpet on the longs.) Similar to the spray adhesive, only thicker.
I thought about using dynamat, but the original was available, is nicely fitted to the contours and fairly heavy, so I thought it would serve it's function.
I didn't think about moisture - moisture should not accumulate unless you have leak that needs to be fixed...
