The stalk on the steering will not control the low beam/high beam headlights. When I pull the lever back it does not change between high or low and I do not hear any clicking from the relay.

I can, however, control the low/high beams with my headlight switch on the dash. With the car running:

-I pull the headlight switch and the low beams come on

-I turn off the headlights and turn them back on and I get high beams

-I turn off the headlights and turn them back on and I get low beams

-I turn off the headlights and turn them back on and I get high beams

-I turn off the headlights and turn them back on and I get low beams

Any assistance in troubleshooting this would be greatly appreciated.

The hi/low beam relay is a latching type relay. It sounds like the relay is switching position every time you turn on the lights. This would happen if the switch is stuck or the wire from the relay to the switch is shorted to ground. Pull the connector off the switch and see if the problem goes away.

Thanks, it turned out to be the contacts in the steering column. I re-bent them with a pair of small pliers and all is well again.
