are all the fuses on the fuse box the 8 amp white ones?
I got this car in "as is" condition and I am not sure if the fuses were replaced correctly...

Fuses and their values are described in the 914 owners manuals. If you are without an owners manual, the following is provided:
If you have a 1970 thru 1973 914, the values are:
Position Value Item
1 8 High beam, left
2 8 High beam, right
3 8 Low beam, left
4 8 Low beam, right
5 8 Parking light, left
6 8 Parking light, right
7 8 License plate lights
8 25 Wipers, horn, fan, lighter
9 8 Tail lights
10 8 Fog lights
11 8 Emergency flashers
12 25 Retracting headlights
1974 and later fuse descriptions and sizes are similar, except fuse positions 8, 10, and 12 are 16 amps.
The amp ratings are marked on the ceramic body of the fuses themselves. They are color coded as follows:
8 amp - white
16 amp - red
25 amp - blue
If you get disoriented as to what end is what on the fuses and positions, you can lower the fuse panel by taking out the two screws that hold it to the underside of the dash. At position 1 there are white wires on the connectors, and at position 12 there are red wires.

ok, so what do I do if my fuse panel cover is missing?
Does fuse #1 start on the left side or the right side?
(I'm assuming left)

Correct..the drivers side...the cover isn't numbered anyway
