I had a 76 parts car last year that is now gone, but while going through a box of parts to put on ebay I came across the gauge cluster trim panel. Did all 75-76 cars A) have plastic trim panel instead of metal & B ) EGR & CAT indicators on it?
Just wondering

76 for sure. I think a PO added those since I have one here that is identical to a early just plastic.

My 75 has the plastic trim panel with the holes for the cat and egr lights.

Yes, my 76 has that but its pulled and stashed so I could install a early metal one.

I think ONLY CA cars had the EGR and CAT lights. I would have to double check the dealer service and info guide.

My (non-CA) '76 parts car has only the plain plastic panel (no holes for EGR or CAT lights).

yes, and the two lights were replaced with "overheating" lights for conversion.

My California smog legal '76 V8 conversion gauge panel has them . . . .

Interesting.
My 76, which I assume is a 49-state car because it has a "non-catalyst" decal in the door jamb next to the VIN, does not have those lights. The gauge panel is plastic.
