So, I put a battery on the car over the weekend, and everything worked except the headlights / fog lights.

Symptom 1 as soon as the battery is connected, one headlight opens partially. If you turn the knob on the back to adjust it fully open, once open it closes and then comes back to part open (as pictured).
Symptom 2 neither head lights nor fog lights will light.
Symptom 3 the headlight that is down stays down.

So, any ideas on either 1) what I mis-wired or 2) what I grounded out?

Symptom #1 is easy to resolve. You need to remove the lever arm from the motor shaft and reposition it on the shaft so that the headlight parks in the up or down position.
