My first Porsche and I am Trying to put engine stuff where it belongs.

What is this and how to check if it’s working correctly??

This is your relay board and by the looks of it, i'd venture to say it is NOT working correctly in its current condition.

Disconnect the battery, remove the relay board, give it a good cleaning, get new relays and fuses and you might just get lucky.

T4 efi engine compartment relay + circuit board: if you can't freshen yours up:
@bdstone914 or @GaroldShaffer for take-off (salvage) unit, search around WTB classifieds, and there is a guy here that made New boards as well (search). If you have the black plastic Top Cover for the board...that's a plus !

The rectangular can is the voltage regulator. The correct battery charging voltage is about 13.5 V IIRC. If the regulator is bad & produces too much output voltage, it'll cook your battery & God knows what else.
