I have a 74 914 wondering if the original targa top was covered with a skin the way that the sails are on either side ? I have always thought the finish on my targa top was original but now I am questioning this

No "skin" or bad landau top. Basically a gel coat type paint directly on the fiberglass.

Hopefully you don't have something like this

I believe that's what I have some sort of gel... It looks really good though.

Some PO did cover my top with vinyl, rather thick and not matching the sail panel vinyl. And they did a REALLY good job of gluing it on.
