Shouldnt there be a bar behid the seat to be SCCA and NASA legal? Do they allow you to mount harnasses to firewall?

In reading the rules you can mount the shoulder harness to the firewall like JP did. He used big fender washers. I am going to have a bar running from the hoop to the hoop cross bar, which is shown in the picture as a piece of tape. |
