I just realized that early cars have a hole in the forward part of the drivers side engine shelf that is plugged with a plastic plug. I checked a 73 74 and 75 and they do not have a hole there. Any one know why it is there?

If it's in the corner (driver's hell hole, it's for the short hose on a 914/6 to come up through the engine tin from the stock hardline (scavenge line) to the tank.
