my 75 1.8l would not start sometimes, so I installed a spare starter from the PO that was unconfirmed to work. Nothing. Ordered a new starter, and only got a click. With a charge controller on, I had 14v at the starter... what could be my issue??

First, I would have your original starter rebuilt by a local person. Should cost around $75-100. Return the new starter. Once the old one is rebuilt and installed, see what happens. If it still doesn't work, I'm guessing ignition switch or starter harness - but that's just a guess.
