It looks like some kind of nylon or plastic roller. I found it inside the door of a 71 914. I'm guessing it has something to do with the mechanism that rolls the window up and down.
Where does it go?

You are correct. It's the early window regulator button that is known to crumble just like yours. It presses on and holds the regulator in the track -- otherwise it'll pop out.
