once upon a time you could get a "body in white" from Porsche (who got it from Karmann...) those are long gone, and were (legally) used only to replace a vehicle that had already been issued a VIN.
people build cars from scratch all the time - tube-frame street rods. you can build a tube-frame mid-engine car and hang 914 bodywork on it. if it has all the safety equipment your jurisdiction requires there will be a provision for assigning a VIN to your chassis and ta-da you have a homebuilt. |
