here's a complete list of German cities and their license plate abbreviations:
http://www.kennzeichen1.de/stadt.htm also, the less letters the abbreviation has, the bigger the city (number of residents). letter count is between 1 and 3, where 1 would be a large city and 3 would be a fairly small town. only exception (of course there has to be one!) is the cities that once belonged to the Hanse. they have a additional leading H, like HH for Hamburg ...
