My understanding is that all cars (regardless of year) need a valid smog cert for title transfer. That means if a car was manufactured to a smog standard it has to perform to that standard at sale time. '75 and older are currently allowed to bypass the bi-annual smog test only (free pass). Please let me know if I'm wrong. |
