Since Track Cars never see the public roads and are typically trailored, do they even need to be licensed and registered with the DMV? Showing my naivete.

I had a heck of a time with the Bumblebee Racer. I intended it to be pure track without street registration - just title. It took a year and a half to get the title stuff done and that, only in time to sell it to Tron in Norway. The people I dealt with just didn't know what to do with that... Finally a supervisor got involved and said "Oh, you only want a title?" Done and done.
