Low beams don't work. High beams do.

Swapped relay (it's new) with another new one with no change.

Stalk has been changed at some point.

Where should I look next? At the stalk? A fuse? Somewhere else I can check for power?

Yes fuses. There are individual fuses for each high/low and left/right (4 fuses total). Your feet can sometimes bump the fuse panel when you get out of the car and knock some fuses loose.

You should hear the hi/lo relay click when pulling the turn stalk. Yes/no?

I looked at the fuses and they didn't look askew or shorted. I would think it would be pretty unusual to bump just the low beams.

I can check for power at the fuses.

Had a similar problem. Could hear the Hi low relay click but no Hi beams. Cleaned the points in the relay by dragging a piece of paper between them.
