What would cause one headlight to cycle up and down until I pull the relay. Just started today.

Sticking relay, or bad microswitch in the motor housing.
Swap the relay with the one from the other light. If the behavior follows the relay, you've found your culprit. --DD |

I believe a shorted diode will produce that same symptom.

I switched in a new-old relay and it's been working right.
