Factory settings were 13.7 to 1 at partload (cruise) and 12.5 to one for WOT. You set the partload with the tiny inner screw and the WOT with the big machined stop. The stop MUST be in contact with the diaphram are the diaphram will over flex and crack.
You can set the A/F mix but check it by using a Wavetek to make damn sure its in contact.
