I find that my cars floors look and feel awesome. Hard all the way around except one spot below the hell hole, a couple inches from the rear right Jack point.

Should I leave it be or should this stuff all be scraped off during my non-total restoration refurb?

My long term goal is a total refurb after I pay off my 997.2, but for now I think I've decided to fix the rust, tune the motor best I can and drive the hell out of it. (On sunny days and on non-salty roads that is )

Unlikely. Keep poking and scraping and you will find much more.

On the floors, you have to pull up the tar to find the metal that is rusted. The tar can feel very hard.
