I can't figure out what the circles mechanism does.

With the pawl removed the belt pulls out and locks when I accelerate
the pull rate; so I can't figure out this mechanism's function.

hold the mechanism straight up and down and pull the belt...and then tilt the mechanism and it'll catch.
