After installing the 123Distributor and turning the body CCW until the green light turns on this is where the rotor and #1 plug wire line up at TDC. Since the rotor turns clockwise it's already passed the #1 plug wire. Does it have to be pointing exactly at #1 plug or just in the general area to start the engine?

You only have to line the LED up good enough for the engine to start. After that, you should rotate the distributor and set the timing with a light at whatever the appropriate advance/rpm is for your engine.
