Looks like a ZE1 Honda Insight to me.
Neat car! built along side the NSX
I always wanted to take one, remove the hybrid crap, and install a max effort 1.0L Honda
based engine (might be a bike engine) and hunt LSR records in the baby classes.
That is till I saw this...

thats what i thought it was.
i've been on the lookout for one for 10 years +
the few that are here are tightly held.
never come up for sale. all change hands behind the scenes.
