I can't determine what treatment was used on a 70 regarding the underside. It looks like the steel was coated with something. Anyone have any ideas?

TIA Pat Tough crowd...I don't know what it originally was (tar, joke) I have some spots in the wheel wells that need touch up. Advice I received was.....get the loose stuff off (moisture gets in between...then rust), and hit it with "Wurth". Rubberized undercoating. There's other brands too.
