Haven't done that type of flare myself, but seen pictures the fender is pie-cut and sections welded back in.

The way John did it was just with the BFH & planishing hammer tool

Many years ago John Kelly fashioned a few sets of steel flares for enthusiasts. I purchased one of those sets. Chris Foley and/or Ed Morrow did the prep and welding.
