Hate to say it but the part of me that insists on everything working correctly is saying you need to pull the motor.

Having run into similar limited motion of the cooling flaps before, this is something I always check before and after the upper tin goes on as there are a couple things that can cause this.

Suspect you have either bent or incorrectly installed air diverter flap(either side), or something incorrect with the intermediate piece (#16 in the PET)that connects the oil cooler side flap to the rod.

Final check before you do though, make sure no wire, hoses or anything are wedging between the rod connecting the cooling flaps and the fan housing as this can also limit movement.

Thanks James,
I have a bad feeling also. but I am trying everything I can to avoid this as I really do not have the provisions to pull the motor at this time .

I had the block done by a reputable shop but he did not do D-Jet so I assembled the rest of the motor and it looks like my inexperience has bit me in the rear .

I hope to be able to get a scope in a hole somewhere and maybe I can see the possible blockage .

I thought Emery was on to something with the coil bolt but that was not the case.
