They do lower the engine temps. So a good idea to have.

If you were to get a list of all the bits you are missing and phone Mike, at Mike's 914's in Oshawa, he will give you a way better deal then anything you could ever pull off of ebay. He would probably give you those flaps fo $15 Canadian plus no brokerage or scum hole UPS double dipping on shipping, etc. BTW, those flaps look broken to me! It's been a while since I've been beneath a 914-4. They look like they could be made pretty easily... perhaps cut from one of those semi-truck mud flaps, and screwed into place.

Making them shouldn't be hard. Haynes has a pic of where they go, with the dimensions of the mounting holes. No dimensions of the flaps themselves though.
