Can anyone confirm that this is the case? I'm pretty sure the '74s went off last year.

Yep, they sure are. 29 years plus this year= smog exempt. I just registered my 74 in march of 03 and it was exempt.

I have just received Renewal Notice for my 1975 and no Smog is required, California car.
