When powered up it will take a few minutes to close.

it does work best when installed.
Apply 12V to the wire and ground out the base. There is a heater (resistance wire) inside that heats up and closes the valve.
I have also heard/read that if the wire is broken the engine can get warm enough to close it, but not as fast as the heater inside.
Mine works and it makes a difference on the cold starts. I live in the SF Bay Area and like you we have moderate tempatures and the valve still helps.
