It's dirt/friction in your speedo or in the cable, usually at the cockpit end.
Take out your speedo and spray some lube in the cable. Then spray penetrating oil (not WD40) into the speedo from the cable input hole.
Put everything back and hope for good.
If it doesn't work, you'll probably have to take the speedo apart and clean and lube it.
P.S. Don't try to use compressed air into the speedo. You might blow dirt/grease on the glass and there is no way to clean it unless you take it off.
