On the stock sway bar drop links, one end has the hoop cock-eyed. Which end goes where and what direction?

I don't recall them being cock-eyed. Perhaps yours is bent?

one side of each is barely offset.....

i never looked at how the stock bar was installed IPB Image i belive the cockeyed part is up

Angled part of link goes on the bottom.

I just checked mine, and the top has the angle. It is installed such that the top angles out.

Is the top inboard or outboard of the bottom.
I think you mean the bottom is outboard. Correct??

Marty, I just went and checked one. The angle goes to the top and toward the wheel.

yep. Angled one is on the top so that the droplink goes out to the wheel. The link will pretty much follow the angle of the strut. It'll seem like it's not fitting so well, but when the car is on the ground, things will line up good.
