 76 wiring harness has a "rev limiter", Why? Will the car run without it? |

I'm preparing a 76 2ltr for installation. The smogged has been stripped off and placed in a box for safe keeping.
The wiring harness has a "rev limiter' device that pulgs in on it (75 and 76 cars). The name implies what it does...I think. Why would you want to limit engine revs, unless you are renting a U-Haul truck. Do I need it to run...can I alter it or leave it off? Attached image(s)
